We develop a quantization scheme for the electromagnetic field thought as a gauge theory built out of an arbitrary principal U(1)-bundle over a globally hyperbolic spacetime. As a surprising outcome, we show that the principle of general local covariance cannot be enforced and we relate this to a failure of locality which can be ultimately ascribed to Gauss' law. We propose thus a weaker version of the principle of general local covariance and we discuss the role of Aharonov-Bohm observables in our procedure.
